Memorandum of Understanding (MOU)

on the Enhancement of Friendly Relationship Between Penang State, Malaysia

and Hainan Province, the People’s Republic of China

From 10 to 11 October 2015, His Excellency Mr. Liu Cigui, Governor of People’s Government of Hainan Province, led the Hainan Delegation to Penang State and held friendly talks with His Excellency Mr. Lim Guan Eng, Chief Minister of Penang State, in which the two sides exchanged views and reached the following consensus on enhancing the friendly relationship between Penang State and Hainan Province:

I. The two sides have jointly reviewed the exchanges between Penang State and Hainan Province since the establishment of the sisterhood relationship, and have expressed satisfaction with the development of the relations. To further bilateral relations, the two sides have agreed to frequent high-level mutual visits, to build a closer friendship relationship in a common endeavor and to support the development of this relationship at the municipal and county levels between Penang State and Hainan Province.

II. The two sides will actively participate in the construction of the 21st Century Maritime Silk Road and support the successful convening of China-ASEAN Governors/Mayors’ Dialogue in order to build a platform for cooperation between China-ASEAN local governments. The two sides will enhance the connectivity in the air and on the sea so as to facilitate mutual exchanges in people, trade and investment. The two sides will work together to launch direct flight routes between Hainan and Penang. In this respect, chartered flights will be commenced followed by scheduled flights to provide convenience for people-to-people exchanges. The two sides will also explore ways to strengthen cooperation in ports and boost the launching of goods and passenger shipping lines to stimulate trade exchanges.

III. The two sides will strengthen dialogue and cooperation in such multi-lateral platforms as Boao Forum for Asia, ITOP Forum. The two sides, both as member regions of the ITOP Forum, will continue to support the sustainable and healthy development of the forum and will give each other assistance when one side is hosting the ITOP Forum.

IV. The two sides will boost the training of tourism talents, support each other’s large-scale tourism promotion activities and enhance exchanges and cooperation between tourism agencies so as to facilitate the healthy development of tourism of Hainan Province and Penang State.

V. The two sides will step up cultural exchange and cooperation, jointly explore best experiences and practices in protecting traditional culture, and host cultural festivals and other cultural exchange activities in each other’s place at due time, so as to enhance mutual understanding and friendship between the people.

Ⅵ. The two sides will actively strengthen cooperation in education, by supporting educational institutions to establish friendly relationship, sending students to study in each other’s schools, encouraging exchanges of academics and youths, and enhancing cooperation in vocational training.

Ⅶ. The two sides have agreed that the visit by His Excellency Mr. Liu Cigui this time is of great significance to the development of bilateral friendly relationship. On behalf of Hainan Province and its people, His Excellency Mr. Liu Cigui expressed gratitude to His Excellency Mr. Lim Guan Eng as well as the Penang State and the people of Penang for their warm hospitality.

This MOU, made in duplicate in Chinese and English, is signed in Penang State, Malaysia on October 10, 2015. Both versions are equally authentic.
