Ladies and Gentlemen

1.      A very good morning to all of you. I wish to thank CHEC for inviting me to the unveiling ceremony of the CHEC's Company Signboard and to launch CHEC's Temporary Jetty. I am pleased to be here today to finally unveil the CHEC's Company Signboard and to launch CHEC's Temporary Jetty. With today's unveiling of the CHEC's Company Signboard and official commencement of second Bridge, the long awaited commencement of the construction works for the Second Penang Bridge has finally been realized.

2.      When it's completed, the Penang Second Bridge will become a new icon for Penang and also Malaysia. This project will boost our economy especially the industrial sector. It also will help the State Government to properly manage the traffic in Penang.  The new bridge would provide a direct link to the airport and greatly ease congestion on the existing bridge. Currently, half of the traffic on the bridge heads towards the south of the island and many trailers also head towards the Penang International Airport via the bridge. So on behalf of all Penangnite we were really hope this project can be completed as soon as possible.

3.      It is indeed a historic moment for the people of Penang as the Second Penang Bridge has finally started. It is always good to acknowledge that the Second Penang Bridge is a result of close collaboration between CHEC and its JSKB.  On behalf of the State Government and the people of Penang, I wish to express my sincere thanks to all the VIPs and distinguished guests for being here to witness this historic moment.

4.      Since the Official visit of the Late Premier, Tun Abdul Razak to China  in 1972, the bilateral relations between both countries have been good over the years. The commencement of the Second Penang Bridge project is a testimony of the goodwill and close collaboration between the Government of China and the Government of Malaysia.

5.      We are very grateful that the Chinese Government has graciously granted a soft loan of USD 800Million for the construction of Second Penang Bridge project.  This soft loan is instrumental in ensuring the completion of the Second Penang Bridge - the biggest project undertaken collaboratively by the Government of China and the Government of Malaysia. Upon its successful completion, it shall be the longest bridge in South East Asia.

6.      The contractual period of the completion of the Second Penang Bridge project starts today and we shall be witness the completion of the Penang Second Bridge in the near future. I am certain that during the contractual period, there will be many challenges and difficulties faced. Here, I urge CHEC and JKSB to work closely to overcome all kinds of difficulties and challenges. I hope that the Federal Government will accelerate the funding aspects of obtaining its own financial funding and to disburse the loan from the Government of China quickly.

7.      The construction of the Second Penang Bridge is divided into three packages and CHEC shall commence its package of the construction works for the Main Navigational Bridge and the foundations and sub-structures of the Approach Spans. It is my hope that with the diligent effort of the JKSB, the other two packages could be finalized soonest so that the full completion of the Second Penang Bridge can be completed.

8.      As the Chief Minister of Penang, I will like to reassure you that the Penang State Government is fully committed to provide support and assistance in ensuring the smooth implementation of the Second Penang Bridge project. I hope that CHEC and JKSB will communicate and work closely with the Penang State Government and the relevant local Authorities. Please do not forget that the Penang State Government is always here to assist and I will be available to always provide you our assistance and support.

9.      The Second Penang Bridge shall be regarded as a significant and memorable symbol of the friendship between China and Malaysia. Once again, I wish to express my sincere thanks to CCCC Deputy Chairman, Mr. Hou Jinlong, CHEC Managing Director, Mr. Sun Ziyu, and all the VIPs and distinguished guests for coming to Penang.
