First of all, I would like to extend a warm welcome on behalf of the Penang State Government to all delegates from Zhongshan City, Guangdong Province, China on their visit to Penang.

Back in September last year, I had led a delegation from Penang for a friendly visit to Zhongshan City where both parties conducted an in-depth exchange of views on the interest to establish a friendly-city relationship between George Town, Penang and Zhongshan City. Time flies.

With the signing of this Memorandum of Understanding, I am sure that both parties will enhance co-operation between the people of two cities in all sectors.

In fact, Penang and Zhongshan City had already crossed paths since a century ago. It was in Penang that Dr Sun Yat Sen, the founding revolutionist of China, convened the Pinang Conference to plan the famous Second Guangzhou Uprising of spring 1911 in Guangzhou and stayed for nearly 2 years. The Kwong Wah Jit Poh, one of the world’s oldest Chinese newspaper was started by Dr. Sun and his Penang supporters leading up to the uprising. Dr. Sun’s base at Armenian Street has been well retained up till today and together with the Penang Philomatic Union (Sun Yat Sen Memorial Center), they have both become popular tourist attractions.

Penang has gained much international publicity especially since George Town was listed as a UNESCO World Heritage Site in July 2008. I am proud to note that we have been ranked at number 8 in Asia and the most liveable city in Malaysia, ahead of Malaysia’s capital Kuala Lumpur, for two consecutive years by ECA International, a global consulting firm.

Over the years, Penang has established a sister city and friendly-city relationship with Xiamen, Hainan Province, Taipei ,Kaohsiung, Kanagawa Prefecture in Japan, Adelaide in Australia, Medan in Indonesia and Bangkok in Thailand. Today, we welcome the addition of Zhongsan City to George Town, Penang’s friendly-city circle.

As such, I sincerely hope that after the signing of this Memorandum of Understanding, both parties will maintain this relationship as a platform to gain new achievements and create a better tomorrow.
